  • Has an annual household income at or below 200% of the Federal Poverty Guidelines.
  • Participates in a qualifying government assistance program, such as Lifeline, Medicaid, Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Supplemental Security Income (SSI), Federal Public Housing Assistance (FPHA), Veterans Pension and Survivors Benefit.
  • Participates in a qualifying Tribal assistance program, such as Bureau of Indian Affairs General Assistance, Tribal Temporary Assistance for Needy Families (Tribal TANF), Food Distribution Program on Indian Reservations, or Head Start (only households meeting the income qualifying standard).
  • Participates in the National School Lunch Program or the School Breakfast Program, including through the USDA Community Eligibility Provision.
  • Received a Federal Pell Grant during the current award year.
  • Meets the eligibility criteria for a participating provider’s existing low-income internet program.

Note: As the ACP benefit is limited to one per household, you can only receive the free laptop and service if no other household member receives the benefits.

2. Find an ACP provider in your state of residence

To participate in the ACP program from any provider, you must not only meet the FCC-determined ACP eligibility criteria listed above, but you must also be a resident of one of the states where the provider offers its ACP benefits. PCs for People is an organization that offers basic wireless services and devices to low-income households. It is a participating ACP provider that offers both discounts (of $10 to $30) on monthly broadband services, as well as discounts (of up to $100) on quality refurbished laptops, desktop computers, and computer accessories.

This non-profit charitable organization is run by the Giving Center and its goal is to educate about the importance of generosity. They receive computers in good working condition from people who are well-off and donate them to low-income households.
